Health Activities Plan at Ganga Sagar Mela 2020 Important Contacts

⇨ Introduction :

The Diamond Harbour Health Team is going to arrange and organize Health Care Services at Ganga Sagar Mela 2020, from 8th January, 2020 to till the Mela is officially declared closed (so far fixed at 18th January, 2020 Mid night), in collaboration with South 24 Parganas Health & Family Welfare Team under over all support and guidance from the State Health Department.

During Ganga Sagar Mela 2020, the District Team will provide Health care & Family Welfare services to the pilgrims and others who visit this District on the auspicious occasion of Makar Sankranti.

⇨ Objective :

  • 1. Providing Preventive and Health Promotion Services
  • 2. Curative Services
  • 3. Statutory and Medico-legal Services

In 2019 The Health Department had 576 Health Officers, Nurses and Para-Medical Staff, deployed at 5 temporary hospitals and 99 other ANMs and Pharmacists, deployed at First AID Booths at Mela Ground, Transit Points and Buffer Zones to provide Curative Preventive and Promotive Health Services to the lakhs of Pilgrims visiting the Gangasagar Mela. Another Trained 82 volunteers were involved by the Diamond Harbour Health District Team in Primary Health Care of Pilgrims. This year we will continue the same services with 610 no. of human resources.

⇨ Curative Services :

In 2019, OPD Attendance at 5 Temporary Hospitals was 6176 patients. Predominant complaints were Respiratory ailments 1828 cases, followed by Gastro Intestinal complaints 816 cases. Most attending patients had pre-existing Non-Communicable Diseases; 196 patients were screened of whom 71 patients had random glucose over 200 mg%. Hypertension was detected in 70% of pilgrims thus screened.

IPD admissions was 188 patients of whom 25 were referred to higher facilities, 3 pilgrims expired and 2 brought dead cases and 160 patients were managed adequately after admission at the temporary hospitals.

⇨ Field High Dependency Unit (HDU) :

09 critically ill patients with cardiovascular problems were treated at the temporary built field High Dependency Unit. Mechanical ventilation was required in 7 patients. Use of Recombinant Tissue Plasminogen Activator in 4 patients and Streptolysin in 3 patients was done and was used for saving the lives. It is a matter of proud that we were able to survive all those patients suffering critically. Adenosine was used to correct cardiac tachyarrhythmia in one patient. This year we are increasing the number of Beds from two (2) to five (5) at CCU having 24 x 7 Oxygen facilities with ventilator and other ITU equipment’s it with lifesaving drugs. This year, we again propose DM Cardiologist to be deployed along with other CCU Trained Physicians for the field HDU.

⇨ RRT for Trauma Care :

In 2019, there were 11 major Road Traffic Accident cases. 109 injuries were managed locally. Five units of Blood were transfused to victims at Sagar Rural Hospital. 2 serious open injuries were referred to Higher Facilities and initial care was provided at Sagar Rural Hospital by Orthopedic Specialists. This year we suggest a robust Trauma Care Team with Orthopedic Surgeons, General Surgeons and Anesthetists, deployed at Sagar Rural Hospital.

⇨ Preventive and Promotive Services :

22 First AID Booths in 24x7 mode and 10 First AID Booths in Two Shifts manned by the Department, were made functional in Ganga Sagar Mela 2019. 15848 patients were provided with Preventive and Promotive services at these booths in 2019. This year we also propose to arrange 39 First Aid Booths to provide services at the Mela Ground, Transit Point, 40 Buffer Zones of Ganga Sagar Mela 2020.

⇨ NGO Services :

41 NGO/VO/FBO were involved by the Mela Committee in Health Care Services. First AID and AYUSH Services were provided, 69729 pilgrims sought services from these Centers supervised by the Health Department. This year the same activities are expected.

⇨ Public Health Preventive Activities :

Scavenging activities was supervised by the Health Department at the Mela Ground and Transit Points. 7639 pilgrims shed in 1271 lanes & 1806 by-lanes and cumulative 46005 toilets for 7 days were cleaned by personnel provided by PHE and P&RD which was under supervision of the Health Department. All activities above are proposed to be replicated this year.

⇨ Food Safety :

Non permitted colors used in food making were seized from the mela ground and other places by a team deployed by Dy CMOH II, South 24 Parganas and designated Food Safety Officer, South 24 Parganas. Expired packed food items worth Rs 50000/- approx. was seized and destroyed.

⇨ COTPA Enforcement :

Dy CMOH II, South 24 Parganas, as per COTPA statute, with his team seized illegally displayed Tobacco Items. This year it is proposed to the State to provide Food Safety Officers and the Designated Authority at the Mela Ground and at other temporary Hospitals.

⇨ Water Testing :

The Central Combined Laboratory Team deployed by the Department tested 130 water samples. 7 samples were found unsatisfactory. PHE Dept. was informed and re-sampling was done on subsequent days to test adequate chlorination. This year it is proposed, the same activity is to be carried on.

⇨ IEC on Health Issues :

Extensive IEC through Folk Media on National Programmes and wide spread display of Flex Banners will be done to promote information on various health issues. Alike every year we have set up our theme for Ganga Sagar Mela 2020 as ‘Parichannata O Gunomaan Suswasthyer Chabikathi’. This year we also expect, funds will be provided by the Department on IEC Activities.

⇨ Other Services during Ganga Sagar Mela 2019 :

  • 4. Food Sampling and Food Licensing : By FSO deputed by Commissioner Food Safety and DY CMOH II South 24 Parganas.
  • 5. Water Testing : Director, Central Combined Laboratory, has deployed a 3-member team.
  • 6. X-Ray Service : Portable X-Ray Unit at Sagar Mela Ground Temporary Hospital.
  • 7. Sagar Mela Ground Control Room : Central Control Room at Sagar Mela Ground Temporary Hospital will be manned by staff of CMOH office.
  • 8. Blood : 50 units of blood of different groups will be kept at Sagar RH BSU.
  • 9. Emergency Caesarean Section : 24x7 services for emergency Caesarean Section will be made available at Sagar RH so that referral of Pregnant Women from Sagar Island during Ganga Sagar Mela can be avoided.
  • 10. AYUSH Services : By AYUSH Branch of the Department.
  • 11. Post Mortem Examination : Autopsy of unnatural death will be performed temporarily at Sagar Rural Hospital, for the period of Ganga Sagar Mela 2019.

⇨ Cleaning Service :

⇨ Arrangement of Launch Services :

Two Launches will be used for supply of Medicines, Equipments, Cots, Mattress, along with movement of Staff and Officers, as well as, transportation of sick patients from the island to main land hospitals. Last year, similar arrangement was made by SHIS, South 24 Paraganas. This year, we will make similar arrangement. Necessary POL will be provided by the District Health Authority.

⇨ Deployment of Human Resources :
